04/16/2018 — THIS IS A WORKING DRAFT, preliminary, NOT FINALIZED BY ANY MEANS...
and is very unpolished...

SECaster --- Windows, and seems to work with Linux Ubuntu / WINE. Need testing on others
Can stream to multiple servers.
Includes a free version of a widely used 'professional' audio processing DSP plugin that can help with some troublesome stream quality issues.
Plugin includes 2 or more basic 'sample' NWROrg 'settings' config "starter" files. Both are currently active on two live NWROrg streams.

Note it WILL NOT help much with 'weak, very noisy reception' (Nothing replaces a good external antenna — see:Build Your Own Antenna)
but it may help on inherent noise, hum components, hiss, etc.

Read through the very rough explanation below, ... then some experimentation may produce improved audio quality. ... you can always just use the encoder portion.

DOWNLOAD SECasterNWROrg.zip 5.8Mb WINDOWS but may work with WINE on Linux or Mac
Install: unzip to a suitable location.  Click "SECaster.exe" to run.  Uninstall—delete folder.

Add Input device

When initially opened, you'll be asked to 'set a device'...
You will want 'line in" rather than "stereo mixer". — Using the stereo mixer MAY cause sound issues if the DSP PlugIn (below) is activated. The 'input' volume will initially Input Volume setting of the Sound Card,

Now this part is REALLY just a 'throw in' for now"
Click the "plug ins' button and you get

10

Select the "dsp_stereo_tool.dll" to highlight it
then click the > arrow to add it.. Don't "Save Yet...
In a few seconds, the Plug-in Window should PopUp activate plugin

11

IF you see the below, you can "SAVE" on the previous, unless you hit 'save' above. If it doesn't popup, go back to main and click the 'show plug-ins' button.
IF YOU HAVE SOUND ISSUES, such as 'cycling', Echo, etc, make sure you ARE NOT using the Stereo Mixer as 'device' up in step 2. Your audio should be connected to "line in", and Line In should be selected as the Device.

This Plug In has numerous parameters that can be set. A few involve expensive "paid" plug-ins, so let's live with what we have been given freely. This toolkit may appear very complex, so give it a chance... there are no help files that we could find. We have included 2 preset configurations..

Click the "LOAD" tab, and "Audio Settings" on the dropdown.
From the 'window' select one of two example settings files.
Suggest load the 'Owenton' configuration, it's a bit "heavier" the the Frankfort, and may give you a better idea of a starting pace..

loadSettings

And Finally

When you choose a settings file, it will now show in the "Preset" field
Minimize this window. On some machines 'closing' it really closes it —
rather than "minimizing to task bar and running in background"... try it both ways.

loadSettings

HINTS:

YOU SHOULD LISTEN TO THE STREAM on the Mountpoint. This modifies Soundcard Audio to the Encoder — depending on your Machine, you may not 'hear' the changes locally.

Once you determine your best settings, save them as appropriate.

The Very First thing you should do as you optimize your audio is under "Processing" select "Bandpass" and "Highpass" to about 180Hz and Lowpass to about 3700HZ... that's about the limit of NWR audio, and 180 or so helps with hum.

This is a learn as you go thing, enjoy and it can really help in some problem areas.
